I drove through last night around 8:00pm. It was open and you could drive all the way through via detours but it was a mess.

as Jim says lots of detours, the actual construction is at the main entrance "Y" to the other "Y" at Posada La Roca and the other area that they are working is from Vina del Mar Hotel to the end of the PLaza, almost to the church, imho is good it is getting done no matter what dates they choose to do it!! soon will be beatiful again!!!

They have made the one way street leaving the Malecon TWO way for the time being. You can still drive into the malecon.

Does anyone know if this will be complete before the motorcycle rally? It amazes me that they would restrict access (for two years in a row) to the Malecon a month before one of the most popular events for PP.
 
From the comments in press releases, the mayor sounds like he expects it to go through January, at the very least. So yeah, another middle finger to the rally.

Are they tearing out or just paving?
OK dawg!! one more time, the context of the sentence "Arranca la pavimentación en el puerto!!" translate it into english will mean "paving in the port starts" or "starts the paving in the port" or paving of the port is starting" or.........there could be probably a million other ways to say it properly in english and none will mean "the tearing out of the pavement on the port"
with the little spanish knowledge that you have you are doing what most everybody does in a normal situation, YOU ARE TRANSLATING WORD BY WORD!!!, the translating is right but the meaning of the sentence gets lost because you are translating word by word, also if you use all the different meaning of the word "arranca" you will also have to include the, in this case correct, "comienza" in your word by word translation which is the one and most convinient for this scenario if you take the sentence as a reference and not the words that make the sentence!! anyway nothing that a couple of beers an a few sessions of spanish won't cure!!!

Jim, did you use the "new" 2 way street going by Friendly Dolphin or go the other street (hard left where they detour you?

The wrong way on the one way was the only way to get in. There were detour signs everywhere that seemed to go the wrong way so I just went whichever way looked right and got both in and out. It was probably more confusing (like my previous sentences) than it needed to be because it was dark out. We meant to stop and hang out for awhile but there were a lot of people there and I didn't find a parking space.

Was the parking lot just to the right of Flavios along the water full as well or do you mean the entrance over there was blocked and all the other spaces along the middle of the Malecon were full?

I didn't go into the parking lot so I don't know. I was looking for parking along the street but there was none. Usually, I make a couple rounds and can eventually find someone pulling out, but this time, with the mess, I didn't try for a second pass.

We had no problem parking Saturday afternoon in the big lot on the right.
