From the SanCarlos Forum but paperwork may be getting tougher for us too in the near future.
"Greetings,
I wanted to pass along our experiences at K21 yesterday regarding the new bonding process. It was a nightmare, to say the least, that lasted 2 1/2 hours. The process getting our 6 month FMM's renewed was short with no problems noted.
We had read the information about the bonds on both boards and thought we were prepared to deal with it. Hindsight tells us that we should have researched the process further. As normal, we bring our two ATV's down to San Carlos on a trailer pulled by a SUV.
We were "passed and forth" between four different agents at K21 none of whom could agree on exactly what documents were required with the new process. This is what we ended up needing (at

1.) The ORIGINAL title documents for the SUV, ATV's and the trailer
2.) The ORIGINAL license registration for the SUV, ATV's and the trailer
3.) The ORIGINAL proof of insurance for the SUV, ATV's and the trailer (we buy our insurance online and had to convince the agents we only had copies)
4.) Passport
5.) Drivers license
6.) New FMM
The agents insisted on needing to see the "ORIGINAL's" of the documents. You will also need to provide them copies of the listed documents. You should bring these with you so you don't have to pay 50 cents per copy at K21.
The cost was $450 US. Our SUV is a 2007 and at the top of the range in bonding cost ($400). We're not exactly sure where the additional $50 comes into play perhaps it was the trailer. We checked this morning and our MasterCard account was charged with these costs. You are given a sticker to put in the center of your windshield. The only vehicle noted on the paperwork is our SUV. The paperwork said the SUV must be taken back across the border within 6 months. The ATV's and trailer must also be attached or the entire bond will be forfeited.
We hope this gives you some idea of what you can expect. It was really troubling that the agents had no consistent clue on how the process worked. Secondly, none of the agents spoke English nor do we speak Spanish which made the situation even worse. Signage in English explaining the process would be a big help. We visited with several other travelers with the same problems as ours who had no idea about the new process before they arrived at K21. They were not "happy campers." The new bonding process may be necessary but it is being communicated and managed poorly. We hope others do not encounter the same problems. It was definitely not a "no hassle" zone yesterday.
