I personally think your last sentence sums it all up pretty nicely. Frankly, even if all of it is actionable legally, I would speculate that there would be no legal action taken. Agenda based Nepotism, favoritism and preferential treatment have compromised the rule of law quite completely in the US... There is a HUGE difference between not paying taxes and being poor. I know A LOT of people who do not pay taxes and by no means are poor. they might think they are poor but I find it hard to believe that someone with a big screen TV, premium package cable, high speed internet, laptop computer, smart phone with data package as being poor. they might be on welfare but they have plenty of money for what most of us would call luxuries in life including plenty of beer and cigerettes to go around.Maybe you're not paying attention, or you're just looking where you want to...
