Hermosillo, Sonora on April 04, 2020.- Stronger measures were approved by the State Health Council to prevent the spread of Covid-19 in the population, because the strategies implemented have not achieved the expected results, the same as all Sonora municipalities must start up.

Also by the president of the Association of Private Hospitals of the Northwest; Francisco Javier Valdéz Real, the president of the Sonora Medical Federation; Fermín Frausto Araiza, Brigadier General Cruz Isaac Muñoz Navarro; Commander of the IV Military Zone and Altamirante C.G. DEM Rubén Vargas Suárez; Commander of the IV Naval Region.
Foreseeing the worst scenario for Sonora in terms of Covid-19 cases, the Council planned and projected what would be required in terms of care and infrastructure to deal with cases of the new coronavirus in the entity, where among the main agreements stand out .
The Director of Sonora Health Hospitals, Clemente Baltierra, presented and was authorized the Comprehensive Operative Plan for Medical Care and Hospital Reconversion, which includes Plan A, using hotels, houses or salons of the entity as Covid care centers, same as They will be leased by the Ministry of Finance and under the conditions of strict medical security.
For his part, the Director of Health Promotion and Disease Prevention of the Ministry of Health, Gerardo Álvarez Hernández, presented the different scenarios and predictive models for the distribution of Covid-19 risks to the entire Council and approved it.
Likewise, it emphatically recommended that the measures established in the Contingency Plan be tightened, so when Sonora passed through phase 2 of the pandemic, the following was approved:
I. Apply the legal order and sanctions to cases and contacts that do not keep quarantine and isolation for 14 days.
II. Penalties for people who enter Sonora and do not quarantine for 14 days.
III. Immediate ban on all outdoor recreational activities.
IV. Close parks, squares, tourist places and the like.
V. Cancellation of construction works (except hospitals, roads and essential infrastructure).
SAW. Prohibition of the sale of food in tourist places or places of concentration.
VII. Complete closure of non-essential business and industry.
VIII. Program the purchase of food and payment of services through a strategy similar to "Today does not circulate" or with schedules, using the INE credentials, for example.
These measures were unanimously authorized by the members of the State Health Council who urged the competent authorities, from the three levels of government, for their immediate application, including the restriction of the sale of fuel to vehicles of non-essential activities, and if possible to the general population to reinforce the “stay home” strategy.
This proposal was seconded by the ISSSTESON General Director, Pedro Ángel Contreras, who exposed the need to definitively suspend the sale of beer and alcoholic beverages in retail and self-service stores.
On the other hand, the Director General of ISSSTESON proposed to recommend to each and every one of the responsible authorities, from the three levels of government, to abide by the measures applied in a more energetic way and without exceptions.
Due to the projections of the evolution of the epidemic, the State Health Council also agreed to urge the H. City Councils to apply the necessary measures to:
I. Restrict the movement and / or mobility of the population in the Municipalities of the State, taking into account the prevailing characteristics in each municipality.
II. Close recreational centers, parks, gardens, public spaces, beaches, fields or places to run or do sports and in general any public place outdoors.
III. Implement checkpoints to deter and decrease traffic.
