Exactly what someone predicted. The tax is on part time residents who are also vacation users, of their own personally owned residence, not just vacation homeowners or visitors. If they get into taxing HOMEOWNERS in any way it would have to include ALL residents, including locals. The 'specific guidelines' are the key to creating an income stream per visit from all property owners who use their own property for personal use, not just income from renters using declared and inspected rental units. As I read it owners who are a permanent resident of , say Hermosillo, are liable for this payment as natives, when they come to visit their second Mexican home.This is BS now they are going to tax the part time homeowner and not the tourists with reservations and are limited on hours for entrance.

So now the city will get a payment from several categories classified as visitors in one way or another, even owners of the property when 'visiting'.. It looks like everyone except full time residents will pay each time they pass.
I bet a nickle there will be a permanent structure constructed on that site soon. Note it is conveniently lodged between two large privately owned business structures. Remember it is for the health and benefit of the community. Visitors should be willing to assist the local government and not complain.
