1) Is anybody not fluent in Spanish and how hard is it to get around?
You will be frustrated from time to time, but you will be OK. There is usually someone to help out. Most people here understand but do not like to try to speak English.

2) I read that you can catch fish for lunch or dinner, is it regulated like it is here in the U.S. or can any old Joe go and catch some dinner?

You can shore fish with no permits. Fishing is good in the harbor at the Old Port. If you go out in a boat you will need a permit.

3) Lastly, I'm curious about the general climate there? I've tried to do some basic research but seem to be coming short. Is it mostly warm? Humid? Is there monsoons?

We have definate seasons. Summers mainly July through sometimes September can be hot and very humid. You will definately want AC during this period. December- January you might want some heat in the house at night and a jacket daytime. The in between months are very comfortable, low humidity, mostly 70's in the day, 60's nights. Historically December is the rainy season. Might rain a time or two, pero no mucho. In 5 years I have seen one or two deluges, most rain is barely enough to keep the dust down.

If you live back from the sea, you can plant a garden. Expect to build soil with whatever you can find for compost as it is sandy and the salinity is high. I'd make some raised beds and fill them with good soil.

1) English (at least to some degree) is commonly spoken by many because it is a tourist town. However, Spanish is the preferred language for day-to-day business, shopping, etc.

2) You need no license to fish from shore and yes, you can fish just about anywhere. You might get tired of eating trigger and the small sand bass that are commonly caught from shore. Better fishing is available from a boat, but that does require a fishing license (about $47 for the year), although enforcement is sketchy at best.

3) Climate - Much of the year, it is very comfortable and nice. Yes, there is a monsoon season and that runs from roughly July to Sept. The humidity increases dramatically, as well as the heat, and it can be extremely uncomfortable -- air conditioning is essential. I've been on many fishing trips in July, August, and Sept. and the heat really zaps you, even when you're used to AZ heat because it is so much more humid.

On Edit: Roberto and I are on the same page! Amazing! (just kidding, Roberto, love ya man!)

You need to start now building an Internet based business. This will give you a head start on income when you get down there.
I agree with all else said. As for the Spanish- Mine is poor at best but when you try in Spanish and show the locals you care they will generaly try their English back. I always smile at the end of a conversation and tell them their English is better than my Spanish and they smile back with pride.
Just remember that you are a guest in their country and treat them the same way you want to be treated.
DON'T BE AN AROGANT AMERICAN ASSHOLE and you will do fine and have a good time doing it
