Calling cell phones in Penasco

I have a telcel amigo Nokia phone that I was able to call phoenix with this past weekend, but nobody in phoenix could call me. Has the dialing procedure changed? I saw on another site that passports and phones were to be taken to telcel stores to be registered? Is this for real? Exactly what sequence does anybody out there use to call a telcel cell from Phoenix?

You need to take your phone to telcel along with your passport and register it. They have been disabled until you do this.
 
I registered mine long ago... it's painless... they just make a photo copy of your passport and write your number down on that copy and say "thank you" it only takes a couple of minutes unless there is a line...

Sorry to bring out the old thread.
I bought a cell phone in Penasco last time I was there this year. I went to main Telcel store and they refused to sell me a telephone because they needed mexican address and my papeles americanos no bueno! Their computer could not register the telephone to me because it has to be legit mexican address and I don't have any mexican papeles.
Then I left and got my local friend to go buy it for me but the sales people saw my car outside and knew that the guy is buying it for me and they refused to sell it.
Then we start driving up the road and saw some small shop that sells cell phones the one near burger king next to 'michoacana' ice cream shop. Then it took like 30 mins to get the phone registered to him, then I bought saldo 500 pesos that when you load it gives you about 900 pesos of air time, and that converts to 30 minutes of talking to someone localy in rocky point.
All I can say no wonder why that guy Carlos Slim is the richest man on the planet. Just ripp off the poor mexicans.

I could used my AT&T cell but local girls don't answer the cell if they see that the number is not local.
