I think the paper has it wrong and they are fixing the old road from Caborca to Lobos..the one the lady was rescued on last year.Plus fixing the road from Y Griega to Desemboque that crosses the coastal highway.

They are stonewalling any attempt to get title issues on big pieces of land sorted out,stopped a guy's small plan for a series of bungalows with a modern twist and plan on Enforcing the federal zone to a T from now on....Hercual Bernal Ejido group land grab is still happening too...I still want a little place there but would sure consider its future on borrowed time.....
