From my experience at Las Palomas the internet connection was good probably 98% of the time. It would rarely go down and if it did it was for down for 20-30 minutes at most. I think you would be just fine.

Actually they are only charging about $20 bucks if you are staying over 7 days when you walk across the border. You get a 180 day visa for the $20 and they are doing this at the busiest crossing in the world San Ysidro the gateway to Tijuana.
