The government is making it hard for businesses to exchange/deposit dollars in an attempt to fight the cartels and any money laundering. Recently, they were limiting the amount that a business could deposit in the bank. I'm sure the businesses will develop some system to continue accepting...

Jerry....that 5 cents a minute is calling TO other countries....if it works down in Mexico, you will get hit with a bunch of roaming charges! You may be locked out of any international roaming. I think getiing a couple of throwaway phones and buying Amigo from Telcel is the way to go.
