The thread on here says La Cita is on Cuauhtemoc, just off of Sonora. I know where Sonora is, but not Cuahutemoc. Also, found this address for it on Trip Advisor: Av. Cuauhtemoc No 48 entre Sonora y | Melchor Ocampo, Colonia Centro, Puerto Penasco, Mexico.

Our Verizon phones get service in town and on the road to Playa Encanto, but we don't have service once we arrive at the beach. We stay at a friend's house on the less populated end of the beach, before you get to the guard house, so maybe someone can weigh in as to whether there is service...
