FMM Requirement For Visit to Puerto Penasco?

Is the FMM requirement still waived for vacation/tourist travel within the 'Free Zone' of Puerto Peñasco/Sonoyta?

The only time you will need a FMM is ( formally known as a FMT )

Buying a house or lot for closing with the Notario and your Realtor agent. We did and it was a very easy thing to do at the border. Very nice people at the border

Or if you stay more than 72 hours in Mexico. This has been talked about alot on here. Some do and some don't. The FMM is good for 180 days.

My understanding they are open the same hours as the border (although I don't think I would leave it to midnight to arrive) - 6 am to midnight.
