Google Alerts question

I like to set up Google Alerts on topics of interest. I have assumed that they search regularly and send out the "new" links of interest as they come on the internet, which is what they say they do in the description of Google alerts. I have one "Rocky Point, Puerto Penasco". I got the notice below today. This website appears to be quite old, the only date reference I see anywhere is 2009. (One irritation with the internet is identifying how old the information is)

Questions:
1. Anyone know how the Google alerts actually work? Only 'new' stuff? I have noticed that the news sources seem somewhat restricted.

2. Anyone know if there is away to 'date' websites like the one below? If you visit it there seems to be a lot of old information on it. "Rocky Point Airways" ?? They mention the fiesta cruiser but show a photo of a different boat.

Tyler or Stuart....are you able to track these new spammers from their IP address....and block that IP or IP sequence?
