As if it was a bad joke or if you need special permission to travel on the beach, security guards fractionation Las Conchas impede free pedestrian and vehicular traffic on the streets of this well-known colony of the city, inhabited by 90% by gringos.
Constant complaints are filed by citizens against the security guards by the Las Conchas pedestrian or vehicular traffic impossible daily stand those who believe private owners of that colony, supposedly, we presumably because it does not seem to belong to the city.
Tourists from Hermosillo expressed their dissatisfaction with the security guards, by stating that on Wednesday October 5 watching the sunset at the edge of the beach in a quiet moment and recreation , next to the Cet-Mar, at that time said, approached an ATV with a security guard said they had to clear the beach, it was prohibited from being at that hour of the afternoon in this part of town.
The expulsion the beach alone caused more distress to domestic tourists, as stated that the security guard riding his ATV waited for the tourists go up the car and leave the beaches of Conchas.
Another concern on the part of citizens is in the review booth before entering the colony of Shells, security guards requested the address and name of the person to whom the visit, because only in this way and previously authorized is missed by this colony, to how we, the time will require a passport to cross into the area.
This situation mentioned come to violate the constitutional laws of Mexico, in the Regulations for the use and exploitation of the territorial sea, waterways, beaches, federal maritime and terrestrial reclaimed land, published in the Official Journal of the Federation August 21, 1991.

Chapter II .- Beaches, Federal Maritime Zone and reclaimed land
SECTION I. - THE USE OF THE BEACHES
Article 7o.Las federal beaches and shoreline area will enjoy and be enjoyed by anyone without any limitations and restrictions than the following:
I. The Registry areas, hours and conditions may not be used in vehicles and other activities that endanger the physical safety of beach users, in accordance with the master control programs;
II. It prohibits the construction and installation of and works to prevent the free movement of such goods, except those approved by the Secretariat following the rules of urban development, architectural and under the General Law of Ecological Balance and Environmental Protection , and
III. It prohibits the performance of acts or events that contaminate public areas covered by this chapter.
Article 8o.La Secretary shall impose a fine of 10 to 500 times the daily minimum wage in effect for the Federal District in accordance with the provisions of respective chapter, those who violate the limitations, restrictions and prohibitions set forth in the preceding article, without prejudice to the penalties provided other legal regulations of federal, state and municipal levels.
 
OK so what is to be done? Do the guards carry guns, etc. or do we just tell them to take a hike? Where is the power? Who do they work for, Los Conchas home owners or the City? If is LC tell them to take a hike and if the city see the Mayor. The law is clear on beach usage and access to it.
 
If they stop you at the front gate, just tell them you're going to Tessoro(condos) or to C.E.D.O. I can see there being a problem if CetMar was closed and you were in the parking lot....that is private property....right?

I've never had a problem driving in thru the gate, but then again, I barely slow down!!!

I've also been down to Playa Encanto many times, and although a security guard on an atv came over to check me out, never had a problem.

The truth is that if you are a 'white' person you will amost never be stopped. If you are a local, especially with a beat up vehicle, The probability of being stopped rises considerably . I guess if the streets in LC are private, access to them can be controlled. LC does maintain the streets there, not the city. I guess if you were parked out there you could be asked to leave due to the parking issue but if that was no explained clearly it would appear that you were thrown off the beach.

True, the beaches are public domain as in the US. All through LC you will see narrow beach accesses at regular intervals between the properties One way communities control access to beaches is by restricting parking near the beach. We used to terrorize the big estates out on the Hamptons o Long Island by starting huge bonfires and getting drunk and chanting all night. We formed the Secret Society of the Clam.

s/s of the clam:notworthy:.To answer spinners question. No they do not have guns like
they do crossing into mexico on the american side. i kind of used to panic seeing the
us agent holding a M16 and having new facets under the seat.They have been asking
where you are going to visit on the las conchas property. Hey Las conchas beach around
sec 2 is the best beach in central america, just my personal opinion.

I have a friend that is Mexican. She lives in San Luis and she always insists that Mexico is in Central America. Is this something they teach in Mexico? Because we're taught that Mexico is in North America, hence NAFTA....

Seems to me that it is geographically North America, but culturally Central America.

Not gonna get into the geographical debate about the "Central America" thing, but why is Sec 2 at Las Conchas the best in Central America?
You know Meliss what I really meant is, it is a better beach than any beach in central america! I will post some pic's during hurricane Rosa taken a while back..

No way the best....I like the Santo Tomas .Mirramar and some little hidden beaches South of Lobos way way better

Seems to me that it is geographically North America, but culturally Central America.
Geographically it is consider part of North American Continent, an in the different countries, at least the ones I know, of South America and Europe it is in NA, very few people will tell you it is in Central America, specially the older generations, dates back to the 30s and 40s? can not recall the story behind it right now, I think it had to do with the Panama Canal.
