On September 13, 2023, Border Patrol Leadership advised the number of asylum-seeking migrants being transferred into their facilities had exceeded capacity and they could no longer schedule the drop-offs at the bus sites at predetermined times. Migrants must be released sporadically throughout the day depending on migrant population within the respective Border Patrol Station.
A total of 72 migrants were released into Douglas and Bisbee on September 13th. While waiting for prearranged transport out of Cochise County, migrants released in Douglas were graciously provided shelter from the elements, by a local church. The Migrants released in Bisbee waited in a parking lot for transportation. On September 14, 116 migrants were released into Bisbee and Douglas; most were transported from the area to humanitarian shelters outside of Cochise County.
On September 15, 121 migrants were released into Douglas and Naco. On September 17, 32 migrants were released into Bisbee. Unfortunately, no shelters were able to house the migrants, so the City of Bisbee was forced to facilitate temporary shelter.

Many of these migrants speak languages other than English or Spanish and have no shelter or resources. This makes it more difficult for law enforcement and community partners to provide aid. They are lawfully in the United States, after arriving at the border, and making immediate contact with Customs and Border Patrol Officials. They have adhered to the guidelines outlined by the federal government for seeking asylum.
These asylum-seeking migrants are not the migrants who have illegally entered the United States; they have committed no crimes. The Federal government is releasing these asylum-seeking migrants, many of which are families, accompanied with children across the Southwest Border.
Unfortunately, those being released into Cochise County by the federal government are being released into a rural community with no resources to help them”
The i.legal crossers are then addressed and it is noted that they are sent back with a note on their file that for the next 5 years the legal route via the app is closed

Simultaneously, Arizona leads the nation in both drug and human smuggling. 23.37% of all fentanyl seized in the entire United States in 2022, was seized in either Cochise or Santa Cruz Counties. In 2022, 44.87% of all migrants who illegally entered the United States between ports of entry, were apprehended in the Tucson Sector of the United States Border Patrol.
As Border Patrol Agents are pulled from the Tucson Sector to address the humanitarian crisis of thousands of asylum-seeking migrants who self-admit at ports of entry across the Southwest Border, community leaders expect the number of migrants who illegally enter the country between ports of entry to continue rising.
This means, criminal organizations will continue to recruit people from across the United States (ages 12-72) to smuggle drugs and humans from Cochise County to Phoenix.
It is worth noting those who are apprehended while illegally entering the United States (or being smuggled in a vehicle after not checking in at a port of entry) are not the migrants being released into our communities.
