This is good to know. I was heading there to start new 'what's left of life' adventure. Spent time there but have seen destructive idiot behaviors by some Americans that used it as a dump, destroyed beaches, insulted the country and have no regard for the environment. No surprise local Govs have had it and are going to really crack down...after all it is the country of the Mexican people.
 
Please dont paint everyone with the same brush. We are not American and purchased in LC. Love the culture, people and beaches. Would never disrespect a country allowing us to own property. Anytime I see empty liquor bottles/trash laying on the beach, estuary or on the road i pick them up. Garbage men must think Im an alcoholic.

The Locals need to make an effort also. Went for a drive to Encanto seen so much garbage on the side of the highway I turned around in disgust.

Thank You!! I will be more careful with generalizing. 18 yrs ago we had a huge issue with trash in PP. We remove any trash we can everywhere we go. Did business in the Interior and down the West coast of Mexico. The trash is profound. It is a global issue.

You need to investigate were the trash comes from. It’s Not Las Conchas.we have employed beach cleaner and the residents clean up after people dump stuff in other areas and out at sea.

Don't take the bait! Anyone down there for even a weekend can see that the trash comes in from the fishing boats. I may go down tomorrow and destroy some beach though. Maybe insult the country and disregard the environment. Troll.

Mr. Troll is correct. Tour boats, commercial fishing boats, pleasure boats...nobody brings trash back and human waste is discharged into open and coastal waters perhaps, not a bad thing given that France is using public urine boxes as fertilizer and sells to agriculture. We were mandated to use macerators by ABS and Govs. We witnessed Seine nets loaded with dead fish, dolphins, whales, sea birds, plastics, styrofoam, foreign labeled and Military identifiable as on-board debris...truly heartbreaking! Water polluters?: floating trash rides the Geo, local tides, currents (the speed and direction), water movements, and bottom structures. That movement is predictable and traceable. Trash that sinks just kills all the benthic creatures!
Offocina De Pesca could help. They helped us get oil hungry Pemex out of San Ignacio and Ojo de Liebre Lagoon.

Your now "public" street in LC is not truly a 'Dead End" it is access to more development whether you can envision that or not. Remember the Seven Mile Land Bridge in FL? Watch the traffic and types, they are indicators. We contacted PP local and Phx newspapers and the official statement (in writing) was, "we are staying out of that". Elected/Appointed Gov peeps have temp positions aka: income. They must have $$ after Gov jobs. Developers/ Politicos know the money game all over the world. Intermittent villages, new roads and developments are noted all the way to Kino Bay. The demand for coastal living will support every Politico y Developer for many years...mostly to the determent of our environment. We thought this was a serious progressive forum looking for support, awareness and solutions. However, Mr. Troll's comments have shown that counter productive, negative side of human nature... so we will say, Thank you all for chatting. Via con Dios y pequenã fortuna!
 
I would like to read an unbiased account of why the Mayor chose to make this change now after so many years of the operation working like it has. Also, Elon, you show bias in stating you were looking for a “serious progressive” forum. If you want to only hear one point of view then hang out in a cave with your own type. The basis of a forum is an exchange of thoughts & ideas which may be counter to your beliefs but should help you to at least consider a different point of view.

Dirtsurfer, I agree. It is can be difficult to decipher humor, threats, negativities or 'thoughts and ideas' in a written forum, but, when it is printed out in those terms how else could it be interpreted? Was it humor? Did Mr. Troll suggest this* as a helpful remedy to making progress and solving issues here? Thank You for commenting.

The NY Times report you reference is almost 20 years old. It appears that bank trusts were not issued if it was a lease. Is there anything new to tell about this situation??

Beginnings: mostly a wealthy non-Mexican community that dumped millions of imported money into homes/lush surroundings. Seemly minutes from San Diego, we were privileged to be invited. After the seemingly, contrived evictions for personal gain...we never researched or tried to be active, it was 'done deal'. Ignorance of Mexican laws and how instantly 'laws' could change. Our business simply paid whatever they ask...every-time! Most of the residents lost everything with no money, disposable income or years left to fight! The trauma was just that...end of life for some. Local news outlets muted realities under cover of silencio, hush was norm until time dulled memories. San Diego Union would not cover the horrors. First, welcomed by local Mexicans citizens as income, tourism and work then ultimately despised as new younger generations of Mexicans that came to feel disrespected in their own country. As surpassed as students of change were, the Universidads en Ciudad de México began degrees in Fisheries, Land Management, Cultural Studies et al to offset the glut of Doctors and lawyers produced for years. It is Mexico. The lands belongs to Mexico. THEY make the laws. They change the laws. Mexico is not obligated/interested in placating or abiding by US or foreign Gov standards nor ideologies. Fighting the Mexican Government, local or geo'd, is futile. Make peace & work with them, if at all possible. Options: move out, live in daily angst, go broke fighting, drink more or be a target. My deep regret, we chose two of those options.

If you think about it that beach property, by and large, historically was worthless to Mexicans. the few towns that sprung on the coast were fishing related and the local folk sure did not want to live out there in the dunes with all that wind and sand. I think they were surprised when US folk started the land rush. Pressure to establish ownership and create a real estate market on the beach resulted in the Fidecomisso or Bank Trust which required a constitutional amendment. Overnight that junky wind blown sandpile was worth a fortune. Lots of it was in Ejido status and much still is. .

Thank You. You obviously know history and Status!! Mexican Industrial Revolution (evolution) started a bit later than others and there is no stopping it's progress or pit falls.

Land under the control of the Federal Agrarian authority in Mexico: "Ejidos", "Colonias", "Pequeña Propiedad" and "Propiedad Privada". Three are restrictive and subject to Agrarian regulations and agrarian authorities. "Ejidos" do not provide for private ownership but solely for possession, "Colonias" are for settling of vacant land and although do provide for private ownership are restrictive in their passing of title, and "Pequeña Propiedad" provides for private ownership but still subject to control by the agrarian authorities. And all is subject to the current politicos, y abagados interpretations and agendas.

Our realtor explains it this way: the streets were given to the city for maintenance purposes. Once the streets aren't private, you can't restrict who uses them. I guess it was a two year court battle. That's how gated communities are in the US. Why should we expect it to be different?

So you are saying the streets in LC aren’t private and LC Security can’t restrict who uses them. Correct me if I’m mistaken but i believe it was said on here that LC Security did not restrict access to anyone but issued visitor passes to non-owners. Also, that’s not how a gated community is in the US. A gated community in the US is a private community with privately owned streets and they do deny access to non-owners unless an owner authorizes their admittance.
 
Un-Truthful Propaganda by the Puerto Penasco Real Estate industry. The Mayor’s efforts are to destroy the legally constructed HOA of Las Conchas. Many of the HOA’s across Mexico have used the Las Conchas Mexican Approved HOA CC&R’s. The Mayor wants to take out the model and then move on to the other HOA’s.
People who don’t know what they are talking about— access—should stop spreading incorrect information. Right now it’s time to realize that the actions taking place are not in Puerto Penasco’s best interest. A movement to Boycott all businesses and all services in Puerto Penasco is in the beginning stages of being planned. (BOYCOTT ROCKY POINT ) effort in coordination with TV stations in Phoenix and Tucson will devastate the Rocky Point business and Real Estate economy. All because the Mayor thinks he is above Mexican Law, the National Law that has directed Las Conchas for over fifty years! Wake up! The Mayor and his under cover backers are the only one’s pushing this. Hermosillo has already sided with Las Conchas!

Exactly... a gated community owns and maintains their streets. Once they are annexed by the city, no more gate allowed. If passes are issued to anyone, then why even have the gate? If you live on a city street, then you cannot expect to be allowed to gather data on who uses those streets. Getting license plates, giving passes and (maybe) expecting them to be returned upon exit (thus able to know how long someone was in that area) is gathering data on people's use of city streets. That is not allowed. You can't have your cake and eat it too. If the city pays for the streets' maintenance, you cannot have gated security/data collection.
