Guidelines on animals, plants, and products that may enter Mexico
Animals, Plants, and Products Permitted at Touristic Level
At their arrival to Mexico, passengers traveling by planes, ships, or vehicles may enter products permitted in volumes of personal consumption or use, which should not represent risk or hazard of introduction of any pest or disease, by previous inspection by SAGARPA official personnel.
- Smoking tobacco, dried, cooked, packaged and bottled foods (provided they do not come from countries stated as in quarantine and not be homemadefood products).
- Toasted coffee, prunes, bottled or packaged spices, dried medicinal herbs.
- Tinned, canned or cooked fruits and vegetables;
- Pork meat: refrigerated, frozen, high vacuum canned, cooked and processed, US swine sterile canned pâté with USDA stamp (products in their original package and label, including USDA stamp)
- Poultry meat: fresh, frozen, cooked, or processed in the USA with the USDA stamp (except poultry products from Polk County, Missouri).
- Pork and poultry meat: refrigerated, frozen, high vacuum canned, cooked, and processed, sterile canned pâté (these products in their original package and label including Canadian Ministry of Agriculture stamp
- Milk, dairy products and cheese from Canada and USA (these products in their original package and label including Canadian Ministry of Agriculture or USDA stamp
- Given that Spain has the status of free from foreign diseases for Mexico, which may have been transmitted through dairy products and pork meat products, the importation of dairy products from Spain for personal consumption is allowed, which should have label and indicate the country of origin. Regarding swine cured meat products, only a piece per family is authorized, provided the piece come from plants authorized by SAGARPA, authorized plants may be found on the list at the next link:

These provisions shall be in effect while Spain sanitary status is kept.
Animals, plants, and products that should comply with phytosanitary and/or zoosanitary requirements
Products of plant or animal origin may be entered to Mexico depending on the country of origin and/or where they just come from, the animal species, and the process they have been submitted to, provided that they comply with the phytosanitary and zoosanitary regulation established for their import.
- Live animals (birds and other small species
- In Mexico, only dogs and cats are considered pets, for further information for the entrance to the country of these pets, please see:

- Egg;
- Raw or not finished skins;
- Hunting trophies;
- Plant material (seeds, cutting, etc.) fruits, vegetables, flowers, cereals, plants, etc.;
- Dairy products; bees and their products; fresh, dried, canned, or frozen meat and meat products (sausage, cold meat and cuts, smoked, salted, cured, etc.,) that do not come from countries under absolute quarantine.
- Medical drugs and biologic products intended to veterinary use, genetically modified live organisms, objects that may have rests of organic products (blood or soil) such as boots, torero customs, spears, stones, etc.,) which may be subjected to cleaning and disinfection.
Animals, plants, and products which are forbidden to enter Mexico
At their arrival to Mexico, passengers traveling by planes, ships, or vehicles cannot introduce to the country by any mean the next products, given that they represent a high risk or hazard in the introduction of pests and diseases:
· Soil, straw, packages filled with hay, and straw ornaments. Homemade food products;
- Meals of animal origin;
· Refrigerated, frozen, high vacuum canned, cooked, and processed meat or meat products (sausages, cold cuts, smoked, salted, cured, etc.,) which may come from countries that Mexico considers in risk or products that do not arrive in their original package with original label, this last with complete information indicating animal species, country of origin, and/or where it has just come from.
· Vaccines or biologics that may have any component of foreign pest or disease, published on the ‘Agreement where foreign and enzootic pests and diseases of mandatory notification in the Mexican United States are listed,’ published on March 5, 1999.’
Remember that the compliance of the regulations established by SENASICA-SAGARPA do not exempt you from the compliance of regulations of other authorities at the point of entrance.
