Every year at this time, the Cucapa head for the "zono nucleo," the core of the marine reserve where the river meets the Gulf of California. Playing cat and mouse with police patrols, the Indians net corvina, a commercially popular fish that can bring them as much money in a month as they can earn in a year working in fields or doing other manual labor.

When you have cities, like Tucson, in drought proune?sp/desert areas with minimum rain fall and 7 or 8 golf courses that use potable water for watering the grass instead of reclaim water, and people with power avoiding the subject and keep playing the game, golf that is, then the subject of of water conservation will take off!!
I think the people needs to be change first, and I am not talking about the Cucapas.
