I just came across this web site that posts current fuel prices in Mexico.
I know this question comes up on a pretty regular bassis so this should help. It also shows current exchange rates.

Our prices have been dropping....while the Mexican have been going up every month.

Penasco gas prices are less expensive because they are located in a tourist area, you will pay a higher rate out of the tourist zone, say Sonoyta.
