I do not think this means there will be NO water but it is unclear.
I beleive the condos maintain reservoirs for supplies and think the big tank on Whale Hill is operational but looks like everyone ought to take care.

Local Water officials (OOMAPAS) report potable water service will be suspended across Puerto Peñasco Tuesday & Wednesday (March 25-26) in order to work on reconnection of water and sewage pipes along the two boulevards currently under renovation work.
OOMAPAS notes to complete the work, which requires 48 hours, it is necessary to have the city’s eleven wells out of service during that time.
Given this advance notice, the community is asked to prevent water waste while trying to use water for only basic needs during those two days, as once service is reestablished water service will be back up.
