45 minutes wait, one lane open!!

I just don't get it, plenty of officers playing with dog or chatting between them and only one lane open.
Today at 11am, they could easily have 3 lane open and make it a 15 minutes wait but no.
Just venting in the air

Just it does not make any sense

I think it was busy for the July 4 vacationers going home after a week stay, it was really busy after hotel check out time, Saturday at 10 am there was a 2 minute wait
