I'm a sympathetic third party standing with the people and wonder what they are thinking about at elections.
That's a fair approach but the answer is very, very complicated. You can prolly get a good technical description of the theoretical process off the internet. Many suggest that the cartels and governments are so intertwined that they are one entity. Popular candidates in important drug producing or transshipment areas who vary from a strong party line are often shot by unknown people or jailed on some trumped up charge.
Most Mexicans do not see elections as the selection of a person to fulfill a governmental role. For many it's an opportunity to make some money off the process or get a job in the new administration as a new broom sweeps clean in Mexico.
How does it work? A single party ruled Mexico for most of the time since the revolution. For this reason it was often not classified a a democracy by some thinkers

Who are the candidates? Whomever is selected by the parties. Two big parties PAN and PRI a host of others around the country. The President is not up for re election this go round. In Sonora the Governor is up as is the Presidente (Mayor) of Penasco.
What are the messages? The usual stuff, nothing worth thinking about. They will say whatever suits them and spread around $$$ and goods to get votes. (Oh no I sound like Russ !!)
This may sound dumb but do the cars running around with loudspeakers blaring such and such work? They are cheap !! Prolly not as well as the moblets wearing party T shirts that are roaming the neighborhoods, waving flags and passing out lliterature.
Is it term limits that prompt politicians to promise everything then leave with as much as they can take? Term limits are pretty much meaningless when the process of selection of candidates is controlled by only a few families. Sad to say but most politicians and even voters seem to believe this is a right exercised by any elected official.
