If you don't ever use a branch, Ally charges only 1% per transaction on international ATM's and nothing for American ATM's. No monthly fees and roughly 1% interest on checking/savings balance. Good for the occasional traveler, maybe not for an ex-pat. Some other good options here:
BoA is free only for the ATM fee at Santander. The problem now is that a few months ago BoA Visa started to add on a 3% international transfer fee that shows up a couple of days later. Now I send money from BoA to my Schwab bank account and use their debit card. Schwab returns all ATM fees and has no international transfer fee.
