Headless Fish

By the 1000's up and down the Encanto Beach. Anyone know why?

looks like all the heads were cut off the same way and they are all the same type of fish.
My first guess would be some fisherman netted a nice haul, lopped of the heads and put them out to dry.
Possibly got washed out to sea in a storm and then back on the beach?

Might be a message to the guy shaking down the pangerors (see pic), and anyone involved selling shrimp, fish, charging 1000 pesos a week to do biz.
