There will be pretty good activity. This is tourist season and even though spring break was down 50% or more this year it was still fun. I was at my office in Old Port this weekend and it was pretty busy with a variety of people. The Malecon has been dead during the day but I understand that it has picked up at night.
IMHO it was at least 90 % down from prior years. Maybe down 50% from last year, which was pretty dead. Don't expect big crowds 'til Semana Santa- It should be mobbed then
