Where is Safe Marina?

Is it on the north end of the harbor?

All I see when a I look for it on Google is "Calle 13" ... which is only a little bit helpful.

it's on the north east side of the harbor... it's across the street and one road from the school...

That looks like a real old satellite photo....don't they have another set of docks....right next to the launch ramp?
